My computer won't start after a power outage

What actually happens during a bad outage

Power going out and snapping back is harder on a computer than power simply being off. A brownout, a flicker, or the grid restoring unevenly puts a spike through the system that a clean shutdown never would. Whatever sits between the wall outlet and the rest of the machine takes that hit first — which, on a desktop, is the power supply.
